This has been annotated, page by page, which is the best way to judge the correctness of this well intended study, containing an avalanche of material, draped such that it remains politically correct, heeds earlier opinions of the IMF and other agencies, avoids getting over a critical edge, thus avoiding a critical debate. Dissenting opinions will not be found. I invite everybody to join this annotation if only to create a debate among researchers, as the UNODC will be not responsive to critical observations: as usual it will remain silent.
